O\'Neil is married with one child.
O\'Neil currently teaches Information Technology and Electronic Document Preparation and Management at the John Gray High School and lectures Computing courses at the Masters and Undergraduate level at the International College of the Cayman Islands.
He also holds a Masters from Sheffield University and his Bachelors from Athabasca University.
O\'Neil has a PhD in Education specializing in Educational Leadership and Technology.
His book is widely used in high schools across the Caribbean and its diaspora.
He is also the author of Information Technology for CSEC a book published by Hodder Education an international book publishing company located in the United Kingdom.
He is an assistant examiner for CSEC Information Technology.
He has over 15 years experience in teaching Computer Science courses at the Secondary and Tertiary level.
